Citizenship BY Descent

Overview

People (usually young children) born outside Australia to at least one Australian citizen parent may be eligible under the Australian Citizenship Act to be registered as an Australian Citizen by Descent (CBD).

LODGING A PAPER APPLICATION

If you choose to lodge a paper application at the Australian Visa Application Centre (AVAC), you will incur a service fee in addition to the Visa Application Charge. The application Form 118 (to be completed by the responsible Australian citizen parent) is available on the website. A separate application is required for each child, even if they are twins.

Note that if the applicant is a newborn baby, it is not necessary for the applicant child to be present when lodging the application. For more information, including eligibility requirements and the application checklist, please see the above tabs.

You should carefully read all of the information on the front of the application Form 118 in particular the information on “eligibility”, and the limitations where a parent themselves became an Australian citizen by descent.

Note that the checklist includes additional information to be provided if the applicant's mother is not an Australian citizen. All cases involving use of IVF, donor sperm or surrogacy must be declared at time of application (such as including a letter from the consulting specialist). The most common reason for delays is by applicants in these circumstances not providing enough supporting information.

Another reason for delays can be where the child applicant is born outside Singapore – in these instances the evidence of birth may need to be sent to the Australian mission in that country to be authenticated. This can sometimes be avoided if the birth certificate is accompanied by other supporting evidence, such as hospital records or receipts.

After being registered as an Australian citizen by descent, the child may be eligible for an Australian passport. An Australian passport cannot be obtained until the Citizenship by Descent certificate has been issued. For passport information, click here :

How to pay for your application

Cash and locally-issued bank drafts (Payable to “AUSTRALIAN HIGH COMMISSION”) NB. Bank drafts drawn on overseas banks outside Singapore will not be accepted as there are delays in clearance and additional Application Fees involved.

Photo Specifications

One endorsed passport-sized photographs (please attach to the form). NB - ID photos that have been digitally enhanced or altered to improve or change appearance or remove distinguishing features are not acceptable. As the photos are required for identity purposes, if they do not represent your true appearance, your visa application may be delayed if you need to be asked to provide new photos. The photos should also meet normal passport size and pose (front on head and shoulders, no facial coverings or sunglasses).
